E-Mail Option for 2FA

Agency Workers in NY are not allowed to download apps to their tablets (they are not assigned cell phones for work purposes), and some are pushing back against receiving SMS messages on their personal phones in order to complete the newly-implemented Two Factor Authentication requirement. It would be extremely helpful if they were given the option to have a six-digit code e-mailed to them.
