Add Specifications on Tangible Items During Request Closure

When a request includes a tangible item, it would be beneficial for the system to recognize if it was partially met similarly to when it recognizes if a financial item was partially met.

This is most relevant when a request includes a tangible item valued at a high dollar amount. If that item only receives donations to cover part of it, our system does not allow an Agency Worker to close the request as 'Partially Met'. It only gives options for '0' or '1' item being met. So, the 'Partially Met' closure is not a possibility in these situations.
